Car Seat Safety
Your child’s safety is our top priority. Central Valley Health District has trained certified child passenger safety technicians (CPST) on staff at our main office. Our car seat program offers education, resources, and hands-on support to help families choose, install, and use car seats correctly.
Car Seat Checks & Education
Our car seat technicians provide always free car seat check by appointments at our main office during business hours to help you safely install your child’s car seat. Plan for a car seat check appointment to take approximately 30 – 45 minutes. If the child using the car seat is unable to be present, please have a recent height or weight for the child available.

Car Seat Distributions
Central Valley Health provides a limited number of car seats available for distribution at a free or reduced price. Available car seats in our state distribution program include convertible, forward-facing only with harness, and no back booster car seats. To see if you qualify for our state car seat distribution program, call our main office.
Our car seat program has a limited quantity of car seats available for sale at a reduced cost with no qualifying restrictions. Inventory in this program changes often. To see what we currently have available, call our main office.
Private Car Seat Distribution Pricing (2025):
- Infant rear facing only = Suggested donation $40*
- Convertible car seat = $40
- Forward facing only with harness = $35
- High back booster = $15
- No back booster = $10
* A very limited number of infant rear facing only car seats are available for in-need families. A donation is requested to ensure sustainability of this program.
NORTH DAKOTA CHILD PASSENGER SAFETY LAWS
Child passenger safety laws are designed to ensure the protection of young passengers. Here’s an overview of the key requirements for passenger safety in North Dakota:
Children Under 8 Years Old: Must be secured in a child restraint system (car seat or booster seat). However, if a child is at least 4 feet 9 inches tall, a properly used seat belt may be substituted.
Children Aged 8 to 17: Must be properly secured in a seat belt or appropriate child restraint, regardless of seating position in the vehicle.
Children Under 18: Must be properly restrained at all times, in all seating positions.
Driver Responsibility: The driver is responsible for ensuring that all occupants under 18 are properly restrained.
Penalties: Violations of these laws can result in a $25 fine and one point against the driver’s license.
For best practices, it’s recommended that children remain in rear-facing car seats until at least two years of age or until they reach the maximum height or weight limit specified by the car seat manufacturer. After outgrowing the rear-facing seat, children should transition to a forward-facing car seat with a harness, and then to a booster seat until the seat belt fits properly.
